2011年の東日本大震災後、東北地方の太平洋岸には、岩手県宮古市田老地区の「長城」を含む、青森県から千葉県までの432kmの防潮堤がある。高さ16メートルにも及ぶ巨大な壁が出現する。この震災被災地の海岸沿いの道路を見ると、さまざまなタイプの防潮堤が作られているが、共通しているのは、海辺に近いにもかかわらず、海が見えないことだ。海の見える町づくり」を実現した宮城県女川町は、1933年3月の昭和三陸大津波後に制定された「宮城県海抜災害建築規制条例」を遵守している。そういうことだったのか。そこから災害列島に生きる作法を学ぶ。

After the Great East Japan Earthquake in 2011, the Pacific Coast of the Tohoku region has a 432 km long sea wall from Aomori Prefecture to Chiba Prefecture, including the ``Great Wall'' in the Taro district of Miyako City, Iwate Prefecture. A huge wall, up to 16 meters high, appears. If you look at the roads along the coast of this earthquake disaster area, there are many different types of seawalls that have been built, but the one thing they all have in common is that even though they are near the seaside, you cannot see the sea. The town of Onagawa, Miyagi Prefecture, which has achieved the goal of creating a town with a view of the sea, adheres to the Miyagi Prefecture Building Control Regulations for Areas Affected by Sea Rise, which was enacted after the Showa Sanriku Tsunami in March 1933. That's what happened. From this, we learn the manners of living in a disaster archipelago.
