平成2年京都大学大学院修了後、建設省(当時)入省。土木研究所ダム部配属になり、ダムの堆砂やダム湖の水質問題を担当。本省河川局(当時)の係長を経て、木曽川上流工事事務所調査課長に異動し、運用開始直後の長良川河口堰のモニタリング調査や徳山ダム建設事業に現場で関わり、長良川の多自然型かわづくりなども担当。その後中部地方建設局(当時)河川計画課長に異動し、狩野川、豊川の河川整備計画の策定を進める。平成12年に東海豪雨を経験し、大きな被害が発生した庄内川と新川の河川激甚災害事業計画を愛知県、名古屋市と連携してとりまとめる。その後異動した国土交通省本省では、治水課、河川計画課で治水事業の予算や政策のとりまとめを担当。平成17年には甲府河川国道事務所に異動し、富士川の河川整備計画の策定を行うとともに中部横断自動車道の山梨、静岡間の開通にむけて、新直轄方式で整備に着手。平成19年本省治水課に戻り、河川改修やダム事業を担当。高規格堤防整備区間の見直しや、その後異動した河川計画課期間も併せて、八ッ場ダム等事業実施中のダム事業の必要性を検証するいわゆる「ダム検証」の実務を担当。その後、(独)水資源機構に異動し、経営企画部長として、機構の中期計画の策定に携わる。平成28年に内閣府防災に異動。洪水・高潮、地震、火山防災政策を担当。参事官として、熊本地震の検証や江東5区の広域避難方策等について、関係者との調整を行いとりまとめる。その後本省河川計画課に異動。平成30年西日本豪雨、令和2年東日本台風の被害を教訓に、地球温暖化を考慮した河川整備基本方針の見直しを進めるとともに、流域治水の概念を整理して、具体の取組に着手。大臣官房技術審議官を経て、令和4年に関東地方整備局長。デジタル技術を活用した荒川調節池の整備や多摩川の河川整備基本方針の見直し、東京都や区と連携した高台まちづくりを推進。令和5年7月から現職。
After completing his graduate studies at Kyoto University in 1990, Mr. Hirose joined the Ministry of Construction (at the time). He was assigned to the dam division of the Public Works Research Institute, where he handled issues related to sedimentation in dams and water quality problems in dam reservoirs. He then served as manager of the Ministry's River Bureau (at the time) before working as director of the investigation division of the Kiso River Upstream Construction Office, where he was involved in on-site monitoring surveys of the Nagara River estuary weir right after it began operations and the Tokuyama Dam construction project. He was in charge of activities related to the restoration of the Nagara River to a more natural state. He was then assigned to the River Planning Division of the Chubu Regional Development Bureau (at the time), where he advanced development plans for the Kano River and Toyo River. In 2000, after the Tokai heavy rains, Mr. Hirose collaborated with Aichi Prefecture and Nagoya City to compile comprehensive disaster recovery plans for the severely affected Shonai River and Shin River.
Upon his subsequent return to the Ministry of Land, Infrastructure, Transport and Tourism, Mr. Hirose was assigned to formulate budgets and policies for flood control projects in the River Improvement and Management Division and the River Planning Division. In 2005, he was assigned to the Kofu River National Highway Office. There, he formulated river development plans for the Fuji River and initiated construction work under the new direct control system to open the section between Yamanashi and Shizuoka on the Chubu Odan Expressway. Returning to the River Improvement and Management Division in 2007, Mr. Hirose was placed in charge of river improvement and dam projects, including reviewing sections of high-standard levee construction. During this time and in the River Planning Division where he was subsequently appointed, he engaged in the practical work of so-called “dam verification,” in which verification was conducted over the necessity of dam projects such as the Yanba Dam.
Mr. Hirose then moved to Japan Water Agency as chief of the business planning division, contributing to the formulation of the agency's midterm plan. In 2016, he was transferred to the Cabinet Office’s Disaster Management Bureau, where he was responsible for flood and storm surge, earthquake, and volcano disaster management policies. As Counselor, he coordinated and compiled reports on matters such as the review of the Kumamoto Earthquake and wide-area evacuation strategies for the Koto 5 District.
Returning to the River Planning Division of the Ministry of Land, Infrastructure, Transport and Tourism, Mr. Hirose took the lessons learned from the Western Japan Torrential Rain in 2018 and the East Japan Typhoon in 2020 and led a reassessment of river development basic policies with consideration to global warming, while recognizing concepts for watershed flood control and initiating specific measures. He then served as Assistant Vice-Minister for Engineering Affairs, Minister's Secretariat and was appointed Director-General of the Kanto Regional Development Bureau in 2022. In the post, he oversaw the development of the Arakawa Reservoir utilizing digital technologies, reevaluated the basic river development policy for the Tama River, and promoted the redevelopment of elevated towns in collaboration with Tokyo Metropolitan Government and cities. He has been in his current position since July 2023.
