1986年香川医科大学卒業。在学中から前川和彦東京大学名誉教授に師事し、長期休暇は救命センターの当直室で寝泊まりした。卒業後は、鍋谷欣一教授、和田信昭教授の指導を受けて外科学を学び、信州大学小山省三教授の指導により「ショック時の交感神経応答」の研究により学位を取得した。1994年米国ハーバード大学外科Tompkins教授のもとに留学、この間、Bricks先生から爆傷・銃創などの戦傷医療を、またLeaning先生から救急・災害医療のシステム論を学んだ。1999年におこった東海村JCO臨界事故の際には、前川先生の指示で被ばく患者の初期治療を担当したが、放射線被ばくに対する自分の知識のあまりの貧しさに衝撃を受け、以降いわゆるNBC(核放射線・生物兵器・化学兵器)といった特殊災害領域の知見や技術の修得に励み、米国REAC/TS(放射線緊急時支援センター)、米国CDC(疾病対策予防センター)、英国Dstl(防衛科学技術研究所)などで学んだ。こうした経験から、2003年中国黒竜江省旧日本軍遺棄化学兵器事故、2004年美浜原発事故、2011年ロシアハバロフスク化学工場爆発事故などに緊急派遣されたほか、2011年福島第一原発事故の際には東京消防庁ハイパーレスキュー隊の注水作業に帯同して作業者の被ばく管理を行った。2018年韓国平昌冬季オリンピックでは日本政府要人の緊急医療対応、2019年ラグビーW杯では日本医師会特殊災害対応責任者を歴任。2020東京オリンピック・パラリンピックでは、COC(都市オペレーションセンター)医療統括を務めた。また、2020年の新型コロナ感染症パンデミックの際には、東京都庁におかれた入院調整本部の医療統括を務め、東京都のモニタリング会議の席上、政府の医療状況に対する認識(『医療はひっ迫していない』)の誤りを指摘し話題となる。東京都災害医療コーディネーター。東京DMAT運営協議会会長。東京都出身。63歳。

Graduated from Kagawa Medical University in 1986. While attending school, he studied under Kazuhiko Maekawa, professor emeritus at the University of Tokyo, and spent his long vacations sleeping in the duty room of the emergency center. After graduating, he studied surgery under the guidance of Professors Kinichi Nabetani and Nobuaki Wada, and obtained a degree through research on ``sympathetic nerve responses during shock'' under the guidance of Professor Shozo Koyama of Shinshu University. In 1994, he studied abroad under Professor Tompkins, a professor of surgery at Harvard University, during which time he learned medical care for war injuries such as blast and gunshot wounds from Professor Bricks, and systems theory for emergency and disaster medicine from Professor Leaning. During the Tokai Village JCO criticality accident that occurred in 1999, I was in charge of the initial treatment of radiation-exposed patients under the direction of Dr. Maekawa, but I was shocked by how little knowledge I had regarding radiation exposure, and since then I have been working on the so-called NBC (NBC). He worked hard to acquire knowledge and technology in special disaster areas such as nuclear radiation, biological weapons, and chemical weapons. I learned at places such as Based on this experience, he was dispatched to emergency operations such as the 2003 Abandoned Chemical Weapons Accident in Heilongjiang Province, China, the Mihama Nuclear Power Plant Accident in 2004, and the 2011 Khabarovsk Chemical Plant Explosion in Russia. We accompanied the Tokyo Fire Department's Hyper Rescue Team in their water injection work and managed the radiation exposure of workers. He served as emergency medical care for Japanese government dignitaries at the 2018 Winter Olympics in PyeongChang, South Korea, and as the Japan Medical Association special disaster response officer at the 2019 Rugby World Cup. At the 2020 Tokyo Olympics and Paralympics, he served as COC (City Operations Center) medical supervisor. In addition, during the 2020 novel coronavirus pandemic, he served as the medical director of the Hospitalization Coordination Headquarters located in the Tokyo Metropolitan Government, and at the Tokyo Metropolitan Government Monitoring Meeting, he expressed the government's understanding of the medical situation (``Medical care is under strain''). It became a hot topic by pointing out the error in the statement "I did not do it"). He is the Tokyo Metropolitan Disaster Medical Coordinator. He is the chairman of the Tokyo DMAT Management Council. Born in Tokyo. He is 63 years old.
