自然災害の脅威が高まるにつれ、レジリエンス（回復力）対策の計画を改善するための行動が求められているが、洪水防災の面ではまだ多くの場所で準備が整っていない。世界でも数少ない、洪水リスクへの対策が進んでいる地域のひとつが、首都圏である。
The growing threat from natural disasters has led to a call for action to improve the
planning of resilience measures, but many places are still unprepared in terms of flood
disaster prevention. One of the few regions in the world that has taken significant steps to
address the risk of flooding is the Tokyo Metropolitan Area, or Greater Tokyo.
