災害のリスクがある高齢者利用施設・障がい者福祉施設・病院・学校等、配慮が必要な方々が利用する施設において作成すべき避難確保計画は、施設職員の人員不足や、計画作成の負担感などにより、例えば東京都内で1190の施設が未作成のままである。
そこで、計画作成率が短期間で著しく向上した板橋区の取り組みについて、担当へのヒアリングを行い、実施した方策について確認するとともに、その方策が対象となる施設管理者等の行動にどのような影響をもたらしたのかを、社会心理学的観点から分析・検討した。
検討の結果、板橋区が行った計画未作成の施設管理者等へのアプローチは、彼らの行動を促進するにあたって有意に働いたことが確認された。

Evacuation plans that should be prepared at facilities for the elderly, welfare facilities for the disabled, hospitals, schools, and other facilities used by people with special needs that are at risk of disasters have not yet been prepared at 1,190 facilities in Tokyo, for example, due to a shortage of staff and a sense of burden in preparing the plans.
Therefore, we interviewed the persons in charge of the Itabashi city office, which has significantly increased the rate of plan preparation in a short period of time, to confirm the measures implemented, and analyzed and examined from a social psychological perspective how the measures affected the behavior of the facility managers, etc. to which they were subject.
As a result, it was confirmed that the approach taken by Itabashi city office to facility managers who had not yet prepared a plan worked significantly in promoting their behavior.
