TOKYO強靭化世界会議の開催に寄せて Welcoming the World Conference for TOKYO Resilience
頻発する洪水被害から東京を守るために開削された「荒川放水路」 。その通水から100年という節目の年に開催される、TOKYO強靭化国際会議に向けて、ご挨拶申し上げます。
これまで東京は、自然災害にたびたび見舞われてきました。今後も、大規模な風水害、地震、火山の噴火、新たな感染症の流行などが、いつ起きてもおかしくありません。これらが複合的に発生する、最悪の事態も想定されます。
さらに、最新のIPCCの報告書では、風水害などの増加・激甚化の引き金となる気温上昇の切迫性が改めて示され、状況は厳しさを増しています。
災害が起きても、都民の命と暮らしを守り、壊滅的な被害を何としても防がなければなりません。昨年12月、東京都は、豪雨対策やマンション防災に加え、富士山噴火による火山灰対策など新たな取組を追加して、「TOKYO強靭化プロジェクト」をアップグレードしました。
本会議には、都民の皆様や研究機関・企業、さらには世界の諸都市の皆様が参加し、闊達な議論が交わされます。皆様との連携を深め、施策を一層磨き上げて、強靭で持続可能な都市づくりを加速させます。そして、これから100年先も都民が安心できる首都東京を築き上げてまいります。
I would like to extend my warmest greetings to the participants of the World Conference for TOKYO Resilience in this centennial year of the opening of the Arakawa Floodway, which was excavated to protect Tokyo from recurring flooding.
Tokyo has frequently been struck by natural disasters in the past, and future crises such as large-scale storms and floods, earthquakes, volcanic eruptions, and the emergence of new infectious diseases could occur at any time. There also remains the possibility of the worst-case scenario—a compound disaster.
Furthermore, the latest IPCC report reiterates the urgency of rising temperatures, a trigger for more frequent and intense storms, floods, and other disasters, indicating the growing severity of our situation.
Even in the event of a disaster, it is imperative that we protect the lives and livelihoods of Tokyo residents and prevent catastrophic damage at all costs. Last December, the Tokyo Metropolitan Government upgraded the TOKYO Resilience Project to include new initiatives in areas such as measures against heavy rain, disaster readiness for apartments and condominiums, as well as measures to deal with volcanic ash following a possible eruption of Mount Fuji.
At this conference, Tokyo residents, research institutions, businesses, and representatives from cities around the world will gather and engage in open-minded discussions. By strengthening collaboration with all stakeholders and further refining our policies, we will accelerate the development of a resilient and sustainable city. Together, let us make Tokyo a city where residents can feel secure for the next hundred years and beyond.
